3. Hubert H. Humphrey Fellowships

The Hubert H. Humphrey Fellowships provide a combination of non-degree graduate-level coursework and professional development activities (e.g. internship, conferences, field trips, consultations, etc.). Grants are for one calendar year.

Recommended for:

Fellowships are granted to mid-career professionals in leaderships position with a commitment to the public service in both the public and private sectors, in the fields of natural resources and environmental management, public policy analysis and public administration, economic development, agricultural development/economics, finance and banking, human resource management/personnel, urban and regional planning, public health policy and management, technology policy and management, educational planning, communications/journalism, and health care with special emphasis on drug abuse and treatment.

Requirements:

  • University (or in some cases college) degree awarded by July 15, 2004;
  • Minimum five years professional experience, and demonstrated leadership qualities;
  • Application form completed in English;
  • Test of English as a Foreign Language (TOEFL) taken between May, 2003 and July 15, 2004 with a minimum score of 195;
  • Minimum two letters of reference, one of them written by the employer, and the other by a distinguished professor or well-known expert of the respective field;
  • Certified copy and certified English translation of all diploma(s) and lecture book(s) [transcript];
  • Medical certification.

Complete application package should be submitted in triplicate (one original and two additional copies).

Standardized test scores should be submitted by the application deadline. If this is not possible, the applicant has to take the TOEFL exam by July 15, 2004 at the latest, and hand in the test score as soon as it is received. A limited number of vouchers (free registration tickets) might be available for our applicants upon request at the Fulbright Commission. Grant benefits:

Tuition, monthly maintenance, health insurance, international and domestic travel, books, and funding for professional activities. The fellowship does not provide financial support for accompanying dependents.
